Independent FAIR Plan Property Documentation

Create a current field record before the next insurance decision.

We Inspect. We Diagnose. We Document.

ArborSolutions documents visible tree, vegetation, defensible-space, clearance, access, and completed mitigation conditions so the property file is easier for owners, agents, brokers, and other decision-makers to understand.

The result:
a dated, photo-supported record of what is visible now, what has been completed, what still needs attention, and the practical options available.

What is FAIR Plan property documentation?

It is an independent, on-site record of observable tree, vegetation, defensible-space-related, access, clearance, and completed mitigation conditions. The report is prepared for the property file and may be shared during conversations with an insurance agent, broker, insurer, HOA, contractor, real estate professional, or other advisor.

Current FAIR Plan Context

When This Service Helps

A verbal explanation is difficult to review later.

A current field record helps when several people are trying to understand the same property, work history, or insurance-related request.

You received a request or concern

An agent, broker, insurer, HOA, buyer, or advisor wants clearer information about vegetation, trees, clearances, or mitigation.

Work has already been completed

Brush clearance, pruning, vegetation removal, or other visible mitigation needs to be organized into a current photo-supported record.

Aerial information looks incomplete

Older imagery, automated mapping, or desktop property data may not show current ground conditions or recent work.

The property has mature trees

Tree condition, canopy continuity, clearance, deadwood, branch structure, and management options need professional context.

Contractor recommendations differ

The property owner needs a separate review before approving additional vegetation or tree work.

A deadline is approaching

The file needs a clear present-condition baseline before a renewal, inspection, transaction, meeting, or follow-up conversation.

The Documentation Gap

Existing records can be useful without telling the full story.

The purpose is not to replace contractor invoices, owner photographs, checklists, or agent notes. It is to organize the visible property conditions around them.

The file may already contain

Useful information that is difficult to interpret without current field context.

  • Owner photographs
  • Contractor invoices or work orders
  • Insurance correspondence
  • Desktop maps or aerial imagery
  • Mitigation checklists
  • Older inspections or estimates

ArborSolutions adds

A separate, credentialed record focused on what can be observed at the property now.

  • Dated on-site observations
  • Organized photographs and captions
  • Tree and vegetation context
  • Defensible-space-area observations
  • Completed mitigation documentation
  • Priority items, options, and limitations
What We Inspect & Document

The property is reviewed from the structure outward.

Observations are organized around the familiar 0–5, 5–30, and 30–100-foot defensible-space areas used in state guidance, along with trees, access, slopes, and other site conditions relevant to the assignment.

0–5 Feet

Immediate Surroundings

Visible vegetation, combustible mulch, accumulated debris, plant contact, fencing interfaces, and conditions immediately adjacent to structures and decks.

5–30 Feet

Near-Structure Vegetation

Tree and shrub spacing, ladder-fuel relationships, dead material, canopy clearance, vegetation density, and maintained separation.

30–100 Feet

Extended Property Area

Vegetation continuity, slope exposure, grasses, shrubs, lower branches, debris, access limitations, and visible fuel relationships.

Trees

Tree Condition & Canopy

Species, visible health and structure, deadwood, canopy continuity, clearance relationships, and tree-specific concerns within the review area.

Access

Driveways & Site Entry

Visible vegetation or branch conditions affecting driveway clearance, access routes, gates, address visibility, and practical site entry.

Completed Work

Mitigation Record

Observable pruning, brush reduction, debris removal, vegetation separation, or other completed work as it appears on the inspection date.

ArborSolutions documents visible conditions within the agreed assignment. We do not certify building construction, structural home hardening, code compliance, insurer-specific eligibility, or concealed conditions.
The Service

One clear standard offer. Expanded only when the property requires it.

Most residential assignments begin with the standard documentation review. Larger, multi-structure, HOA, commercial, or unusually complex properties are scoped separately.

  • Tree-specific risk assessment beyond the standard property review
  • Follow-up documentation after mitigation work
  • Agent, broker, HOA, or real estate coordination

Potential Wildfire-Mitigation Discounts

Completed mitigation may reduce the wildfire portion of a premium. Documentation helps show what was done.

The discount comes from qualifying mitigation—not from purchasing an ArborSolutions report. A current report may help organize visible evidence for an owner, agent, broker, or insurer when available discounts, credits, or an updated wildfire-risk classification are being reviewed.

Up to 16.4%

FAIR Plan Dwelling Fire discount potential

The California FAIR Plan states that Dwelling Fire policyholders who obtain all 12 available wildfire-hardening discounts may see a discount of up to 16.4% off the wildfire portion of the policy premium. The published program is applicable as of November 15, 2025 and is subject to change.

How ArborSolutions can help

Several FAIR Plan and Safer from Wildfires factors involve visible vegetation and defensible-space conditions. Within the agreed scope, ArborSolutions can:

  • Document visible vegetation and debris clearance under decks and near structures
  • Photograph and describe the immediate 0–5-foot surroundings
  • Document visible tree trimming, brush reduction, debris removal, and vegetation separation
  • Organize dated photographs of completed mitigation
  • Identify items that fall outside arboricultural scope and need another qualified professional
  • Prepare a written record for discussion with the policyholder’s licensed broker or insurer
Important: ArborSolutions does not determine eligibility, discount percentages, verification standards, or premium savings. Ask the broker or insurer what proof it will accept before commissioning a report. If an insurer requires an inspection to verify mitigation, California regulations require it to offer a free inspection option and to accept inspections from CAL FIRE or a local fire department; an ArborSolutions report should be treated as supplemental documentation unless the insurer confirms otherwise.
What You Receive

What was visible in the accessible review areas at the time of the site visit.

Photo Documentation

Selected images with captions showing relevant relationships, completed work, and remaining concerns.

Priority Next Steps

Practical options organized by significance, timing, or need for additional review.

Scope Limitations

Conditions not visible, not accessible, outside the assignment, or dependent on another professional discipline.

How It Works

Start with the actual request—not a generic checklist.

The assignment is organized around what the owner, agent, broker, HOA, or advisor is trying to understand.

1

Send the Concern

Share the property city, insurance or property-file question, deadline, and any notice, checklist, photographs, or correspondence.

2

Confirm the Scope

We determine whether the standard review fits or whether the property requires a broader or tree-specific assignment.

3

Inspect the Property

Accessible tree, vegetation, clearance, access, defensible-space-related, and completed mitigation conditions are reviewed and photographed.

4

Deliver the Record

The written report organizes findings, photographs, practical options, and limitations for the property file.

Common Questions

What property owners ask first.

Does the report guarantee insurance coverage or renewal?

No. ArborSolutions documents observable property conditions. Coverage, renewal, discounts, premiums, risk scores, and underwriting outcomes are determined by insurers and applicable program rules.

What is included in the $750 standard review?

An on-site visual review, organized photographs, tree and vegetation observations, defensible-space-related area observations, completed mitigation notes, priority findings, practical options, limitations, and a written PDF report.

Can you document work that has already been completed?

Yes. Observable completed work can be photographed and described as it appears on the inspection date. We do not certify concealed work or contractor performance beyond what is visible and within scope.

Can my agent or broker send the documentation request?

Yes. Notices, checklists, emails, photographs, risk-score information, or questions can help us scope the assignment around the actual property-file need.

Is this a government defensible-space inspection?

No. ArborSolutions provides an independent consulting-arborist property review. It does not replace a CAL FIRE, local fire authority, insurer, code-enforcement, or other official inspection.

Does ArborSolutions perform the recommended work?

No. Consultations only. ArborSolutions does not perform pruning, removal, brush clearance, landscape installation, or home-hardening work.

How does this relate to Safer from Wildfires?

Safer from Wildfires identifies property- and community-level mitigation actions recognized in California insurance regulations. ArborSolutions can document relevant visible tree, vegetation, and defensible-space conditions, but does not determine eligibility or discount amounts.

Can this report help me request a wildfire-mitigation discount?

It may help organize visible evidence of completed tree, vegetation, debris-clearance, and defensible-space-related work. The mitigation action—not the report itself—creates possible eligibility. The insurer or FAIR Plan determines accepted proof, the applicable discount, and any premium change.

How much could a FAIR Plan discount reduce my premium?

The FAIR Plan states that Dwelling Fire policyholders who obtain all 12 available discounts may see up to 16.4% off the wildfire portion of the policy premium. Actual savings depend on the policy and qualifying factors, and the program is subject to change.

What areas do you serve?
